European Parliament

From proposal to negotiation

As Parliament’s rapporteur for the Electronic Freight Transport Information Regulation, I worked with stakeholder arguments, amendment choices and negotiations with the Council and Commission. That experience informs how I advise clients today: testing whether a request is workable, anticipating objections and identifying where evidence or compromise could strengthen the case.

Turning policy insight into a practical product

I work with an IT company on the development and commercialisation of an AI-based EU regulatory monitoring platform. My contribution includes shaping the product, advising on parliamentary users’ needs and supporting market entry.

Services

EU advice you can put to work.

Start with the decision, position or discussion you need to prepare. We agree the objective, relevant material and deadline, then identify the support that will be most useful. I work directly with management or alongside your policy, technical and legal advisers.

01 · TEST AND STRENGTHEN YOUR CASE

Advocacy Strategy and Support

Build a request that stands up to political scrutiny.

I help your organisation define what it wants to achieve, assess what is politically and institutionally realistic, and decide how to make the case. We connect your commercial or organisational objective with a credible public-policy argument, the appropriate audience and the timing of the decision. The work can begin with an existing paper or with a request that still needs to be developed.

Political analysis and review

I examine your position paper, consultation response or proposed meeting message against your objective, evidence and deadline. The review tests the feasibility of the request, its public-policy justification, likely objections and possible compromises.

This is particularly useful when your organisation already has strong technical or regulatory expertise and wants an experienced external adviser to challenge its political case.

An additional parliamentary layer

For issues Parliament can address, I bring a former legislator’s perspective to the review. I assess how the request fits the stage of the file, relevant political groups’ documented positions and the responsibilities of the offices you intend to approach.

We develop messages suited to those audiences, identify sensitive points and prepare responses to likely questions. I distinguish established positions from my assessment of possible reactions. The review can also identify whether another institution is the more useful starting point.

What you receive

Depending on the assignment, you receive an annotated or developed position and a concise assessment of the strongest request, supporting evidence, likely objections and possible compromises. Recommendations identify whom to engage, what to prepare and when. A discussion with your team helps resolve the choices that matter before the position is used.

Illustrative client situation

A trade association seeks more time to implement a proposed requirement. Its paper explains members’ costs but leaves unanswered why a delay would serve the policy objective or be fair to organisations that have already invested. I help define a more precise request, strengthen the evidence and prepare arguments addressing the concerns of the parliamentary audiences involved.

External advisory role

I can also advise management or an advisory board on EU policy questions and challenge assumptions before important decisions.

02 · UNDERSTAND THE FILE

EU Analysis and Executive Briefings

Get the analysis you need for a specific decision.

When an EU development could affect an investment, product, market-entry plan or member briefing, the starting point is the decision you need to make—and the date by which you need an answer.

I work backwards from that decision to identify the relevant rules or proposals, their status, the possible implications and the information still missing. Your briefing sets out what management should consider now, which assumptions need checking and what developments deserve continuing attention.

An additional parliamentary layer

Where Parliament has a role, I add a review informed by ten years inside the institution. This examines the Commission proposal alongside relevant committee or plenary positions, explains significant changes and assesses the remaining opportunities.

The briefing connects the legislative text with its political context: the responsible committees and offices, documented political positions, sensitive issues and the next decision points.

What you receive

An executive briefing organised around your decision, with the relevant text, procedural stage, possible business effects, unresolved questions and response options. The parliamentary layer can include a comparison of positions and recommendations on what to prepare before the next institutional decision.

Illustrative client situation

A freight-technology company must decide whether to fund a product adaptation before its next customer tender. Its team has seen reports of proposed EU changes but cannot distinguish existing obligations from proposals still being negotiated. My briefing identifies what currently applies, which proposed changes could affect the product and what management should track before committing development resources.

03 · PREPARE YOUR TEAM

European Parliament preparation and coaching

Coaching session illustration

Good preparation is essential to effective parliamentary engagement.

A technically sound position needs a clear understanding of the political context, policy realities and sensitivities surrounding the issue. Your team should know what matters to its audience, which arguments deserve emphasis and where difficult questions are likely to arise.

I prepare executives, association leaders and public-affairs teams for important parliamentary discussions. The support can help an experienced team test its approach, a senior delegation prepare a specific meeting, or colleagues strengthen their engagement skills. We work with your own issue, evidence and intended audience.

Drawing on ten years as an MEP, I help your team understand how its request may be received inside Parliament. We examine the relevant political groups’ documented positions, test the supporting evidence and develop messages suited to the offices you intend to approach.

What you receive

A tailored preparation session or team workshop using your own issue, briefing and intended audience. You leave with stronger messages, a rehearsed presentation, responses to likely objections and a meeting action plan.

Illustrative client situation

An association’s director and senior policy team are preparing discussions with parliamentary offices from several political groups. Their technical evidence is strong, but they need to agree a precise request and explain it in ways that address each audience’s priorities. We test the argument, prepare responses to difficult questions and rehearse the discussion, keeping the request and evidence consistent.

04 · PARTICIPATE AND FOLLOW THROUGH

Brussels Engagement and Representation

Personal support for meetings, representation and continuing work in Brussels.

I support organisations that need an experienced adviser in Brussels for a particular engagement or continuing work. This can include preparing and participating in institutional discussions, communicating an agreed position and following through afterwards. I can work directly with management or contribute alongside your existing public-affairs team.

What you receive

A clear meeting objective, a concise briefing, personal support in Brussels and an account of the discussion and agreed next steps.

A practical starting assignment

Brussels meeting support

Bring the issue, intended recipient and purpose of the visit. We agree the messages, preparation and role you need me to take. The assignment can cover preparation, participation and written follow-up.

Ongoing EU advice and fractional support

For issues that require attention over time, I provide continuing senior advice alongside management or your existing team. We agree priorities and a regular review rhythm for interpreting developments, testing positions and preparing successive decisions. Engagement and representation can form part of the assignment where useful. The arrangement gives you a consistent adviser who understands the issue and can revisit recommendations as circumstances change.

For consultancies and law firms

Consultancies and law firms can involve me in defined client assignments requiring political review, parliamentary insight, executive preparation or Brussels support. I contribute alongside your team, with responsibilities, client contact and attribution agreed at the outset. My Central European and Western Balkan experience can also support assignments with a regional dimension.

My sector experience spans transport, mobility, freight digitalisation, energy and European connectivity, including hydrogen, batteries, charging infrastructure and cross-border cooperation. It also includes telecommunications questions such as roaming.

I advise companies, associations and advisory teams on EU policy questions affecting business decisions and institutional engagement. Assignments can involve strengthening a policy position, interpreting a development, preparing a discussion or providing continuing senior input.

For work involving Central Europe and the Western Balkans, I bring additional regional knowledge and relationships. This can help an EU-based organisation assess a cross-border policy issue, understand the regional context or identify relevant partners.

Targeted matchmaking can complement the advice where there is a clear shared interest. I help identify relevant associations, business partners, advisers and regional organisations, and facilitate introductions around a defined objective.
